French ability can support more than one immigration strategy.
These routes have different tests. Express Entry can work without a job offer; Francophone Mobility requires an employer; the community pilot requires a designated-employer offer and community recommendation; provincial programs change their priorities; and Québec operates its own selection system.
French-language Express Entry selection
To qualify for the French-language category, a candidate must first be eligible for the Express Entry pool under the Federal Skilled Worker Program, Canadian Experience Class or Federal Skilled Trades Program and have NCLC 7 or higher in reading, writing, listening and speaking.
- 25 additional CRS points with NCLC 7+ French and English at CLB 4 or lower—or no English test
- 50 additional CRS points with NCLC 7+ French and English at CLB 5 or higher in all four abilities
- The CRS cut-off changes in every invitation round
Francophone Mobility
This employer-specific work permit can make it substantially easier for an employer outside Québec to hire a French-speaking worker because no Labour Market Impact Assessment is required.
- French speaking and listening at NCLC 5 or higher; reading and writing are not required for this exemption
- Job offer outside Québec in any NOC TEER, except primary-agriculture jobs in TEER 4 or 5
- Employer submits the offer through the Employer Portal under exemption code C16 and pays the compliance fee
- The worker must still qualify for a work permit and be admissible
Francophone Community Immigration Pilot
This pilot offers permanent residence to skilled workers who want to work and settle in one of six participating Francophone-minority communities.
- Valid job offer from a designated employer and a community recommendation
- Normally at least 1 year / 1,560 hours of related work experience in the previous 3 years
- At least NCLC 5 in all four French abilities, qualifying education and settlement funds
- Participating areas: Acadian Peninsula, Sudbury, Timmins, Superior East, St. Pierre Jolys and Kelowna
Provincial and territorial opportunities
French ability may be a selection priority, a scoring advantage or a dedicated pathway depending on the province and current intake. Ontario, New Brunswick and the Northwest Territories have published French-language or Francophone routes, while other provinces may invite bilingual Express Entry candidates.
- An enhanced Express Entry nomination can add 600 CRS points
- Some streams require a job offer or provincial connection; others select directly from the Express Entry pool
- Language thresholds, occupations, quotas and invitation priorities can change without much notice
Québec immigration
Québec selects its own economic immigrants outside the federal Express Entry system. French is central to many Québec skilled-worker, graduate, entrepreneur and business strategies, but each program has its own eligibility and invitation rules.
- Express Entry category selection is for candidates intending to live outside Québec
- Québec uses its own expression-of-interest and selection processes
- Education, occupation, work experience, family circumstances and French ability may all affect the strategy

French is an advantage. The complete facts determine the pathway.
We compare language results, age, education, occupation, Canadian and foreign work experience, job offers, provincial connections and both spouses before recommending a route. We can then prepare the Express Entry profile, provincial application or work-permit case and advise on ways to improve the result.
